In Windows Vista and 7, you can change the Desktop Pictures by right-clicking on Desktop and select "Personalize" and then click on "Desktop Background" and Apply your desired wallpaper by browsing to the folder.
But whenever you browse a folder for the pictures, its location is stored in drop-down box and everyone can use that path:
